Most people would love to have a financial windfall. A chunk of unexpected money that appears out of nowwhere. But there is another kind of windfall. It is a formula that can eat into the Social Security benefit anticipated by tens of thousands of long-time (CSRS) federal workers, school teachers and employees of some nonprofits. (more...)

June 20, 2008 - The U.S. Postal Service has filed with Congress its Network Plan.

Postal Accountability And Enhancement Act § 302 Network Plan. (pdf)

  • The Postal Service submitted to Congress yesterday its much anticipated Network Plan, which lays out the USPS’ performance goals, describes the changes to its processing, transportation and retail networks necessary to meet those goals and summarizes the Postal Service’s vision for rationalizing its infrastructure and workforce.
  • The Postal Regulatory Commission this week posted the June 2008 version of the Postal Service’s proposed service performance measurement plan on its website. The PRC invites comments from the mailing community on the USPS’ revised proposal. Comments are due by July 9, 2008, and the PRC said all comments will be posted on its website.
  • In the face of coming changes to the Domestic Mail Manual, PostCom member Todd Butler explains why it’s important for customers to be proactive with their mailpiece designs to ensure the pieces they produce are compatible with letter processing equipment. In this perspective, Butler urges mailers to be proactive and take their mailpieces to a processing plant and watch them run on the sorting equipment instead of waiting for the results of the engineering test and proposed changes to the DMM.
  • Association for Postal Commerce Board Member and tabbing-mail expert Steve Lopez sets the record straight about the much-touted demise of the “letter-sized booklet” or “slim-jim” in this article. Lopez says recent articles have heaped unfair criticism upon some USPS and industry experts who have been working hard to resolve this issue. Rather, he says those writing about the death of the slim-jim have not been part of the industry or USPS teams working to identify and resolve these problematic issues. In addition, Lopez applauds PostCom for its stewardship to resolve the automation challenges presented by slim-jims.

June 16, 2008 - The Assistant Secretary of Labor for Occupational Safety and Health has notified 14,000 employers nationwide that their injury and illness rates are considerably higher than the national average.

In a letter sent to those employers, Assistant Secretary Edwin G. Foulke Jr. explained that the notification was a proactive step to encourage employers to take action now to reduce rates and improve safety and health conditions in their workplaces.

The letter encourages employers to consider hiring an outside safety and health consultant, talking with their insurance carrier, or contacting the workers' compensation agency in their state for advice.
